The redhead speaks in accented Skenje, adding, "We're proper bodyslaves, Dominus!"

"Shall we take the litter back home, Dominus?" asks Thuso. "Or await your return here?"

There is much of the city to traverse, so the pair of you have plenty of time to talk before you reach the valley.
When you do reach it, it is awake with the sounds of festival. But there is no holiday today, so perhaps it is only a block party?
There is music, and you see hot food bars open, too.

It is indeed a party, but, as on Desolation Row, there is not enough food for as many people as are here. Whether it is a genuine shortage or only a premature panic on the part of the merchants, there is need and want in this district, too.

You pick up on the fact that this is a religious celebration, though this is not openly stated by anyone. There are too many little indications for it to be anything else, from invocations to small images, and it is not, as one might have guessed, a celebration of the Twin Gods.
No, this is a festival of Nenetl.
